A new data pack manager for the FreeMedForms project applications

All applications from the FreeMedForms project will be released with a new data pack manager.
Available data will be:
- pharmaceutical drug databases for different countries with all needed data for the drug interaction engines
- the international classification of diseases version 10
- the full ATC classification
The installation of the data pack will require an internet access or the download of a server image file.
Applications will still be functional without any installed data pack, and will be released with a minimal set of demonstrative data. A message will inform users for availability of data pack.
